The speedometer pitot is in the lower unit? not mounted to the transom?

either way, pull the tube off the back of the speedometer and try to blow back through it to see if there's a blockage.

if you can't blow through it that way remove both ends and try to blow through it to see if the tube is clear, if it is.....

connect the speedometer end and blow through transom end to see if the speedometer will move.
