I have tail lights and the right blinker is ok. The left side will blink if the tail lights are off but will not if the lights are on. I re-did all the connections and even replaced the bulb on the left side.

This is exactly why I run ground wires and dont depend on grounding through the frame! Well that and grounding through the frame causes it (the frame) to rust!!
